Whenever anyone ask me this question, I reply to them as follow:
Consider yourself as HR Manager looking to fill the vacancy of CFO position. You have two candidates , one CA and other one CISA. How will you value both ?
Now consider filling a CISO position. Same two candidates. How will you evaluate both ?
Hope you got your answer. Both certification have their own relevance. So when you ask the question is value of a CISA more than that of a CA, my answer will be 'NO'.
But then if you ask about demand in market, i would like to state that 'YES' recent trend shows that CISA certified candidates are in huge demand. This is primary due to data privacy laws and availability of most of the corporate information in digitized format.
Certified Information Systems Auditor (CISA) is a globally recognized certification in the field of audit, control and security of information systems. CISA gained worldwide acceptance having uniform certification criteria, the certification has a high degree of visibility and recognition in the fields of IT security,IT audit, IT risk management and governance. Vacancies in the areas of IT security management, IT audit or IT risk management often ask for a CISA certification.The exam tends to be associated with a high failure rate.
Even for qualified chartered accountant who are in internal audit team, CISA qualification will be must down the line may be 2 to 3 years. Reason is simple, most of the organisations will be system driven where all the processing and controls will be integrated through computers. There will be minimum manual intervention. Is such scenerio, our traditional audit approach will not work. In system driven scenerio , auditor need to know about system integration/sytem processing /Data security/Encryption techniques/ Network security/System Availibility and Backup processing. As a CISA holder you will have a edge over traditional auditors

As far as I understand, A CISA cannot fulfil the role of a CA, though a CA can always train himself to fulfil the role of CISA as well.
