FlexODBC error: Cannot open filelist.cfg

I have a problem connecting with the flexodbc:

The message is this:

I am using Apache + PHP.

If I use the MSQuery I am capable of performing queries normally.

I also have access to read in the file filelist.cfg, which is mapped
as drive Z:

Someone knows me say what's wrong is happening?
