DBMS not available error after upgrade to TD 3.1

We have upgraded form TD 3.0 to TD 3.1, and are getting the following error
immediately on app startup:

"DBMS not available: (10444) Failed to initialize SQLBase API".
Choosing "Ignore" allows the app the continue with no problems.
We are using DB2-UDB, not SQLBase.
Any ideas?
