Can anyone offer any insight on this error?

09293 GCI NDL Cannot load any communication DLLs, network may not be

This is a runtime error that recently popped up on a user's machine while
trying to connect to Oracle 7.3.4.5. The application was built using
Centura Team Developer 1.1. The error prevents the user from logging on.
The error.sql file defines this error very ambiguously, any information
offered will be greatly appreciated. Thank you.

Hi Jeff,
At first look, it seems like that the sql.ini file is either missing or
is corrupted (can't think why it should be, after all it is a text
file). Another cause could be due to the deployment files in the
client machine getting corrupted.
