Dear members of the SAWAP community,

Dear partners,

 

Even when they are adopted, best practices are not always used under best conditions on one hand and do not yield the best results on the other hand. It is therefore necessary to assist the actors that are test or adopt these new practices.

This component of the online discussion will take place from 10th to 16th February, 2016 and aims at going through approaches used for the follow up to the adoption of best practices.

Your feedback will enable in the longer term, the mapping of the functional communication channels and methods used for the dissemination of SLM best practices within SAWAP projects and those of their partners (GGWI, AU, CARI, FAO, GM, TerrAfrica, etc.).

 We will appreciate your sharing of experiences and opinions by answering the questions below:

1- What are the mechanisms implemented for the monitoring of persons experimenting best practices recommended by the projects and the results obtained?

2- How are the beneficiaries involved in the monitoring of the adoption of best practices?

3- What are the communication means used to add value to the feedback given by the beneficiaries following the adoption of best practices

4- What are the assets of and constraints to the utilization of communication channels?

5- What are the best suitable channels for the respective target audiences?

Même lorsqu'elles sont adoptées, les bonnes pratiques ne sont pas toujours pratiquées dans les meilleures conditions d’une part, et ne rendent pas toujours les meilleurs résultats d’autre part. Il semble donc nécessaire d'accompagner les acteurs qui testent ou adoptent ces nouvelles pratiques.

 Ce volet de la discussion en ligne se déroulera du 10 au 16 février 2015 et vise à examiner les approches en matière de suivi de l'adoption des bonnes pratiques.

Vos réactions permettront de disposer, à terme, d’une cartographie des canaux, approches de communication fonctionnelles pour la diffusion des bonnes pratiques en GDT au sein des projets SAWAP et de leurs partenaires (IGMV, UA, CARI, FAO, GM, TerrAfrica, etc.).

Nous vous saurons gré de bien vouloir partager vos expériences et avis en répondant aux questionnements ci-dessus :

1- Quels sont les dispositifs mis en œuvre pour suivre les personnes expérimentant les bonnes pratiques recommandées par les projets les résultats qu'elles obtiennent ?

2- Comment les bénéficiaires sont-ils associés au suivi de l'adoption des bonnes pratiques ?

3- Quels sont les moyens de communication utilisés pour valoriser les retours d’information par les bénéficiaires après l'adoption des bonnes pratiques ?

4- Quels sont les atouts et les contraintes liées à l’utilisation des canaux de communication ?

5- Quels sont les canaux les mieux adaptés en fonction des cibles ?

You can find below my contribution regarding approaches used for the follow up the adoption of best practices:

1/ The main mechanisms implemented for the monitoring of persons expermenting best practices and results obtain can be summaries in technical reports, scientific magazines (Publications) in Sudan there are research centers regarding sustainable land management, scientific conferences and workshop.

2/ Beneficiaries are involved in monitoring of adoption of best practices through participatory approach, tour visits for successful experiences

3/ The main communication means used to add value to feedback given by beneficiaries are local radio, SMS through mobile, some of social media, group and individual meetings.

4/ The main constrains for the utilization of communication channels specially social media and mobile are fluctuation of signals and internet in addition to lack of training on how to use the social media specially for local people.

5/ The best suitable channels for the respective target audiences are local broadocasting, direct meetings with local community and video show.

Au Mali avec le projet PGRN-CC ,l'approche de mise en oeuvre nous facilite un  peu les problèmes que vous posez.En effet le choix de la pratique se fait avec le bénéficiaire lui même après le constat des problèmes qui se posent a lui.Ainsi chacun participe au choix de la  ou des pratiques susceptibles de résoudre ses problèmes avec les services techniques compétents (Agriculture ,Elevage,Eaux et forets).Ils commencent alors la mise en oeuvre des pratiques que nous soutenons avec des panneaux de sensibilisation  ,des activités de renforcement de capacités et d'information .Les bénéficiaires seront ensuite soutenus avec du matériels correspondants à leurs activités après bien sur la remontée de l'information sur la bonne application des pratiques.Tout cela sera renforcer par des champs écoles que nous allons installer dans les différentes localités.
C'est succinctement notre stratégie de mise en oeuvre que nous allons bien développer au besoin.

the discussion points in this Topic are a bit difficult to answer,However, I try to forward  my comment for those questions in this way.
1. What are the mechanisms implemented for the monitoring of persons experimenting best practices recommended by the projects and the results obtained?
As far as our project,SLMP, is concerned,mechanisms for Monitoring of persons experimenting(farmers implementing) the identified best practice are clearly indicated in the Best practice guideline that either to organize additional coordination unit or to establish a case teamto follow p the da to day management and coordination of SLM best practice by designing appropriate monitoring and reporting system.
2.How are the beneficiaries involved in the monitoring of the adoption of best practices?
Beneficiaries are the only implementers of the identified and proven activities as best practice, but the monitoring of the adoption rate is the responsibility of the concerned body at federal, regional and district level
3- What are the communication means used to add value to the feedback given by the beneficiaries following the adoption of best practices
      a. dissemination through extension service
first training packages must be developed for each SLM best practice( description of extentsion methods, accompanied visual material i.e. booklets, flyers leaflet and posters. second, training courses in the new best practices are necessary for district and regional SLM experts and DA's. lastly,existing government extension services should implement the new SLM best practices on the ground through experience sharing platform such as display day,meetings, farmer field shool etc.
     b. dissemination through the website i.e. SLM practice on the MOA website
4- What are the assets of and constraints to the utilization of communication channels?
some of the constraint are,  poor internet access in the remote area to use the website and download the material for this purpose. poor coordintation among the different plat form to scale up those best practices

5- What are the best suitable channels for the respective target audiences?

using the existing government extension service is the suitable channel to disseminate to the target audience as quickly as possible.

Good Morning to you all
 
I wish to commend all contributions  so far. the various submissions  have enriched my knowledge on activities across the Sawap Bricks Community.

In an effort to mitigate the adverse effect on soil and land degradation in targeted watershed towards environmental sustainability in Nigeria, the Nigeria Erosion and Watershed Management Project (NEWMAP) was envisioned. The World Bank agreed to finance the Project with a credit of $500 million. This credit was approved in addition to fully blended grants of $3.96 million from the Global Environment Facility (GEF) and $4.63 million from the Special Climate Change Fund (SCCF) by the World Bank Board on May 8, 2012.
 
The project being a state-led intervention commenced initially with seven states in the south east and south south of Abia, Anambra, Cross River, Ebonyi, Edo, Enugu and Imo. Currently civil works/land reclamation activities have started in 21 gully erosion sites across the seven participating states and compensation has been paid to Project Affected Persons (PAPs) who would be directly affected by the ongoing construction works. The bio remediation/vegetative component of the project which would complement the engineering work and help regenerate the soil has also begun  given the fact that some of the  gully sites are almost at between 75% and 80% completion.
 
Many are of the opinion that the Nigeria Erosion and Watershed Management Project (NEWMAP) is a new Brand in the quest to checkmate the ravaging gully Erosion menace in the south –east Nigeria. Why considered a brand? NEWMAP is a brand because of its peculiar and different approach to tackling Gully erosion and degraded lands. It is a combination of civil structure mixed with flexible structures like rip-rap, Gabions and bio-remediation with a focus on a watershed approach; robust implementation structure and concept of alternative livelihood makes it attractive to a great number of stakeholders.  More importantly is the projects Monitoring and Evaluation framework and its Communication and Community Mobilization structure which greatly has contributed to the project success.

 * What are the systems implemented to track * 

Implementation of Civil works around the gully sites is not complete without the Site committees in place. The committees on the other hand have been sensitized severally over time on the goals and objectives of the Project. To ensure transparency and tracking, the project ensures that a big signage is erected at the project site communicating the followings:
• Contractor responsible for development and implementation
• Status of report development
• Listings of what to be addressed at the site
• Activity location
 • Dates, timeframes
• Funding sources
• Lead implementation party / agency
• Actual activity cost
Stakeholder and Public Involvement Public involvement in watershed planning and management is an integral part of both processes. The public - or rather, publics, because there are a great many of them - play a number of important roles in watersheds.
For NEWMAP  public involvement: started  early in the process and continued till date; this is focused at key milestones in the process; captures the public's preferences in terms of watershed goals, objectives and targets (helping to answer the question, "Where do we want to be?"); provides direction for identification, evaluation and selection of management options; creates local "ambassadors" who act as watchdogs, advocates, educators and catalysts for action; and encourages citizens to act as stewards - to get involved in protection, restoration, cleanup and monitoring.
Government agencies and the Media were also mobilized (through periodic sensitization workshops) as partners to help restore and protect the Environment.
Watershed Planning Designing the Planning Process: during this process a lot of advocacies and outreach meetings took place from bottom (direct beneficiaries) up (to the Legislatures and State governments}. This paved way to building understanding and commitments.  



* 2- How beneficiaries are they involved in monitoring the adoption 
of best practices? * 

A key contributor to effective implementation is the "buy in" or ownership of key partners and Stakeholders, not only for monitoring implementation progress but because of sustainability after the lifespan of NEWMAP.
Apart from the site Committee (members) roles, responsibilities and deliverables, the project engagement of Non-Governmental Organizations (NGOs) known as focal NGOs (FONGOS) lend support to the beneficiaries in monitoring.
 
The Circulation of fact sheets (copies attached herewith) in English and few local dialects helps to remind the stakeholders and beneficiaries the set objectives and goals of the NEWMAP. In addition periodic implementation reports, documentation (please see:  www.newmap.gov.ng) and Newsletters both at the federal and state provides variety of ways for people to participate in the process, according to their level of interests.


* 3- What are the means of communication used to value the 
feedback by the beneficiaries after the adoption of best 
practices? 

On 3 and 4 I am tempted to take them together. However for the stakeholders in urban areas inflow comments through the new media has been very helpful. The project has a Facebook account as well as a twitter account. Many in the rural areas frequently do feedback through SMS messages.  Occasionally we do have a live Radio phone in programme on Radio Nigeria especially on notable dedicated environmental days. We recently perfected a return slip into our fact sheets on development communication to further evaluate the outreach and feedbacks. Periodic town hall MEETINGS. I wish to also point out that the project has a grievance redress mechanism. It is the only project in Nigeria that has an ombudsman.


4. What are the strengths and constraints related to the use of 
communication channels? 
Rural radio: Radio remains the most powerful, and yet the cheapest, mass medium for reaching large numbers of people in isolated areas. Radio is an important tool for the rapid diffusion of important messages. It promotes dialogue and debate on the major issues of rural development as well as providing a platform for the expression of rural women's needs, opinions and aspirations. Radio enables women to voice their concerns and speak out. Radio programmes are most effective when produced with audience participation, and village debates. The radio station has also been a great help to NEWMAP behavioral change communication. It has helped greatly in raising awareness.
Television
 Television is a powerful and prestigious tool with great outreach on awareness. It is an important channel for advocacy, for drawing policy-makers' attention to the potential of rural women and for promoting the inclusion of appropriate strategies on development agendas. Although television is not generally available to communities in very isolated rural areas, increasingly it is becoming veritable in many of the Project states.
 
Audio- Visual
Low-cost audio and visual media, such as video, slide sets, filmstrips, audio-cassettes and flip-charts, are valuable tools to motivate and assist in training groups. These technologies have been improving and developing over the years, and equipment is now cheaper, lighter, battery-operated and portable, thus making it suitable for use everywhere. We used this on very few occasions notable was during the project launch and recently during the Leadership training for the workforce.
 
The use of participatory video offers a valuable tool to those working for local empowerment and social change. Communication skills are linked to leadership skills, and experience has shown that women who acquire communication and facilitation skills through their work with participatory video become stronger leaders and organizers. Interviews of project beneficiaries in the Video, especially Project Affected Persons (PAPs) who received Compensation creates for  the project more attraction.
INTERNET AND OTHER SOCIAL MEDIA
Through the Internet and electronic mail, it is possible to connect with local intermediary organizations, such as extension services, training institutions, Focal NGOs, and Site Committees / Associations while in other cases through traditional communication channels. 
The situation is even more serious for remote rural communities where basic communications infrastructure, such as newspapers, television, radio and telephones, is lacking.
