Need help

One of my Iraqi Friend wants some information regarding studies here in India. Since I am still a student and have less information about his requirements I request all of you to please help him with your knowledge and information.
Actually He`s working now as translator of English & Spanish languages in the investment commission in diwaniyah southern Iraq , He have diploma in English language & He`s good translator in writing things & reports as well as news concern his job , but his problem is He`s relatively weak in speaking English because He cant find an English environment to be spoken in his town as no one can have conversation with him, so all He want is to find an English society as well as study English in here in order to beef up his English speaking , now I think that you all understand what He really need, so I do appreciate your efforts to help him to reply following points :
1- Is there an English institute for advanced levels to teach English ?
2- which city or town that has the both privileges , I mean , society who speaks English & good institute to teach english ? I heard that Goa is very good , I need your advice?
3- the total cost of one year in India including study , boarding & residence
4- hows the life in India , is it difficult or easy ?
