The Army is announcing the public review period for the munitions response document titled: “Track 1 Plug-In Approval Memorandum Bureau of Land Management (BLM) Area C Former Fort Ord.” The public is encouraged to review and comment on this document which recommends no further action regarding munitions response for BLM Area C.
Located north and east of the historical Impact Area, BLM Area C is two non-contiguous areas comprising approximately 2,170 acres. BLM Area C includes several former military training sites and areas in-between the sites, and has been investigated for munitions and explosives of concern (MEC).

The types of training that took place included general training and maneuver, bivouac training, aviation training, and other training that involved the use of practice munitions that were not designed to cause injury. BLM Area C was included as part of the land transferred to the BLM in 1996 and has been managed by BLM as habitat reserve with recreational access.

This Approval Memorandum provides a description of the area, history and uses, investigations conducted to date, and rationale for designating BLM Area C as Track 1 (see below).

Background: The Track 1 Record of Decision (ROD) provides that no further action for MEC is required for Track 1 sites at the former Fort Ord. Track 1 sites are suspected to have been used for military training with military munitions, but no further response action is required because they fall into one of these three categories:
• Suspected training did not occur, or
• Training did not involve explosive items, or
• Sampling investigations identified evidence of past training involving military munitions.

Training at these sites involved only the use of practice and/or pyrotechnic items that are not designed to cause injury. In the unlikely event that a live item of the type previously observed at the site is found, it is not expected that the item would function by casual contact (i.e., inadvertent and unintentional contact).

The Track 1 ROD also established a process for recommending no further munitions response for additional suspected sites, if an evaluation indicates the site meets the Track 1 criteria. This is called the Track 1 “Plug-In” process.
