Quota problems

I have FormEmailer running on a few forms, all of which are not active. However, my most recent form only has 17 responses and has stopped running the script at line 13. When I try to run the script manually I get the quota error attached. This doesn't make sense to me. It's almost like it's been counting the number of I've ever sent using FormEmailer, and it will no longer allow me to run the script. What can I do to make this run properly?
