Eliminating Fields

I'm creating a form that breaks down each person by department. My goal was department click lead to the list of employees in that area. Then I could select the employees to email out from there. I have everything set up correctly but now emails include all the blank fields from the departments I didn't select. Any idea how to hide the other departments that weren't selected in the email being sent out?
