Pilot program, establish a planning committee

I threw out a shortened version of a series of events for preparation,
starting out with the 'ol planning committee.

1a.) Establish a planning committee, meet and come up with plan of
action for organizing three part program pieces and parts, who what
when where why how. Discuss goals, determine how event might be
sponsored, how to recruit volunteers etc. Set our success model for
the program.

So, can a committee meet "virtually" like in this environment? Or do
people need to meet face to face?

'Cause right now, the committee consists of:

1.) me, (Marie-Claire)
2.) Victor

If we have to do this in one geographic location, how do we get
qualified, passionate people to help out? I've found some crazies on
Craig's List that wanted to help out with our 2nd annual block party,
(and I'm not sure I'd trust the creation of this program with the guy
that wants to bring the cotton candy machine 'cause "he's good at
being with kids") you know what I mean?

That brings up another point. Who should be a part of planning the
pilot program? Smart, nerdy, dedicated, organized, community builders.
Where do you find people like this, who are also willing to volunteer?
