What is short shipment and what is practical aspect of the same.

Short shipment means if the quantity shipped is lesser than what has been mentioned in LC it is short shipment.  If a clause is provided in LC itself that
there is a tolerance level of some percentage (eg 10% or 15%), then it can be allowed.  A certificate needs to be obtained from customs certifying the shortage.
Accordingly, the invoice value will be reduced.  

Please correct me in case of any deviation

Thank you so much sir for instant guidance. sir my further quarry in
the said subject is this " how much short shipment is permitted by RBI/
FTP/FEMA" is there any limit for that
