Failure to find common ground could have long term impact

About 20 years ago a group of about 50 leaders/advocates in conservation and forestry came together under the leadership of Dr. Gould at Harvard Forest to consider how forest harvesting would interact with the wetlands protection act and also to address aspects of the Forest Cutting Practices Act. As I recall Alexandra Dawson was one of the conservatonists. Various subcommittees would report back to the main group and in the end the overall group agreed on significant changes, which were implemented both laws and regulations.

The success of that huge effort may have been influential in encouraging such an effort again. I fear our failure to bridge gaps among us that has caused us to remain deeply divided at the end of the process may discourage those in the future from attempting such an excercise.

Ted: I was on the committee that wrote the first cutting regs and the
second committee that amended them (by increasing protection of rare species
and cutting back on buffers--a sort of political tradeoff that was then
possible). I have been waiting 3 years for #3 version, which I now fear may
never happen. In the meantime, I personally have concluded that the BOF is
in violation of the current regs both as to clearcutting and regeneration
cuts. Read them yourself at 304 Code of MA Regulations s. 3.05 (standards)
and see if you agree. alexandra
