There are many data append companies and they charge you for your own
data base. I believe that you should probably data append once or
twice a year. Generally you only pay for what they match. There are a
lot of companies out there that are trying to get you to sign a
monthly fee if they find one or not.

I found a better way to increase my database. I have a company called
iMail Media send an email ad to a list of their opt in customers for
$0.05 or so and they send to 40,000 to 75,000 people within a given
zip code. I think that $2000 - $3000 is cheap for that kind of
marketing. They actually send the email twice for that price. The cool
part for me is that every customer that clicks thru to my site, I will
get that persons name, address, and phone number this gives me a great
number of emails to add to my data base that are somewhat interested
in what we offer.
