One day a terrible hurricane comes to Puerto Rico, and Alicia and her family take refuge in a shelter. At bedtime Alicia hears grown-ups snoring and babies crying, wind howling and rain pounding. But even though she listens hard, she cannot hear the song of the coques. Are the little tree frogs safe? And what will Alicia and her family find at home when the storm is over?

La Secretaria Ejecutiva de la Comisin Econmica para Amrica Latina y el Caribe (CEPAL), Alicia Brcena, llam hoy a tomar acciones climticas decisivas incluyendo la descarbonizacin de las economas, la restauracin de ecosistemas y la valoracin de su aporte a la economa y la sociedad, durante un seminario organizado por la Oficina Regional del Programa de las Naciones Unidas para el Medio Ambiente (PNUMA) y El Colegio Nacional de Mxico.
Durante su presentacin sobre la perspectiva econmica de la sustentabilidad, la alta funcionaria de las Naciones Unidas subray la urgencia de cambiar el paradigma y modelo de desarrollo que han llevado a superar los lmites planetarios con altos costos econmicos y sociales.
En su exposicin, la Secretaria Ejecutiva de la CEPAL subray que la regin cuenta con una biodiversidad extraordinaria pero muy amenazada, con la mayor prdida de bosques primarios, 31 reas con eutroficacin en los mares y 19 zonas muertas, 25% de conflictos socioambientales a nivel mundial e instituciones ambientales con poco presupuesto, regulacin dbil, incompletas y fragmentadas.
Agreg que durante la pandemia, la regin ha experimentado un mayor uso de los recursos naturales para la subsistencia, autoempleo, energa y alimento, entre otros. Tambin se ha registrado un aumento de la ilegalidad, sobre todo en la minera, un debilitamiento de normas ambientales y de evaluaciones de impacto ambiental en grandes proyectos de desarrollo, la reprimarizacin y una disminucin de los presupuestos ambientales.
Alicia Brcena precis que el COVID-19 emergi en la regin en el marco de tres crisis estructurales: una crisis social que se refleja en los altos niveles de desigualdad, con graves consecuencias sociales, polticas y econmicas; una crisis econmica que se traduce en un bajo crecimiento de la produccin y del comercio, y el desacople del sistema financiero; y una crisis ambiental que se materializa en un deterioro ambiental en muchos casos irreversible, con consecuencias potencialmente desastrosas para el planeta.
Subray que la CEPAL propone una recuperacin transformadora con igualdad y sostenibilidad. Para ello, la Comisin ha identificado ocho sectores que promueven el cambio tcnico, generan empleos y reducen la restriccin externa y la huella ambiental. Estos son la transicin hacia energas renovables, electromovilidad sostenible en ciudades, la revolucin digital inclusiva, la industria manufacturera de la salud, la bioeconoma, la economa del cuidado, la economa circular y el turismo sostenible.
La Secretaria Ejecutiva de la CEPAL inst a tender un puente entre el corto y el largo plazo a travs de una poltica fiscal expansiva y bajas tasas de inters, el aumento de la recaudacin con un criterio de progresividad en la tributacin, la expansin de las fuentes de tributacin y el aprovechamiento de las fuentes de financiamiento pblico para movilizar el financiamiento privado, como bonos y financiamiento verde.
En materia ambiental, llam a internalizar la informacin disponible en las cuentas nacionales de los pases, introducir impuestos ambientales o ajustar los existentes, incorporar la sostenibilidad en la evaluacin de la inversin y medir el desarrollo, el patrimonio natural y el bienestar y no solo las transacciones de mercado, entre otras medidas.

I grew up in the middle of everything. I walked the streets alone, I rode the trains alone, I came home at three in the morning alone, that was what I did ... The city had a huge influence on me because it's such a diverse place. As hard as [growing up in it was], I always felt very blessed about being able to recognize different cultures and styles, people and places. I feel like the concrete alone just gave me a certain drive. I really saw everything: every negative I could possibly see from the time I could walk until now; and also every positive, every bright future, every dream that I could possibly see. So growing up around this big dichotomy definitely influenced my music.
