ALUDEID AIR BASE, Qatar -- "Any day you can publically recognize Soldiers is a great day in the Army," said Sgt. Maj. Jerry Jacobitz, the 31st Air Defense Artillery Brigade operations sergeant major. Sgt. Maj. Jacobitz was referring to the "Top Notch Unit of Excellence Streamer Program" that the forward deployed air defense artillery brigade headquarters has established to recognize excellence within air defense artillery batteries across the Central Command area of responsibility.

The purpose of the streamer program is to instill warfighter readiness by recognizing excellence with a comprehensive and enduring program where each battery and company can participate and is rewarded for excellence.


The program was established and designed with the promise of legacy and continuity throughout each unit's deployment. As new battalions rotate in and out of theater so do the batteries that man the Patriot sites.


There are seven unit of excellence steamers that the battery and company elements within the Patriot battalions can compete for; maintenance, physical fitness, good order and discipline, safety, command supply and discipline program, air missile defense readiness and Top Notch Battery.


The Top Notch Battery Streamer can be awarded to only one battery or company within the area of responsibility at any given time. The Air Missile Defense Readiness Streamer is awarded to the best ADA battery in the battalion.


"What we wanted to do was establish a program that will endure within the theater after our deployment, and being able to recognize the hard work these Soldiers are doing in theater is great," said Jacobitz.

The objective of this study was to determine, in patients with active unilateral condylar hyperplasia, which is the most reliable point to measure the length of the condylar unit: from the sigmoid notch or from the mandibular lingula to the condylar head. On cone beam computed tomography, an observational cross-sectional study was designed for 20 patients with active unilateral condylar hyperplasia. We measured and compared ramus length (affected and healthy sides) and condylar length (measured from the mandibular lingula and from the mandibular sigmoid notch) on both sides. The average of all the differences in ramus height (D.1) was 7.97mm; the average of all the differences in condylar heights measured from mandibular lingula (D.2) was 7.16mm, and measured from the sigmoid notch (D.3) was 4.89mm. No significant difference between D.1 and D.2 (P=0.818). There was a significant difference between D.1 and D.3 (P=0.005) and between D.2 and D.3 (P=0.0005). It can be concluded that the mandibular lingula is the lowest point of the condylar skeletal unit and is therefore a stable parameter to be used in patients with condylar hyperplasia. On the other hand, the sigmoidal notch is not a stable parameter in patients with asymmetry due to condylar hyperplasia.

Notch 8 is a six-story wood-framed building with 253 units and amenities including a pool, bathhouse, party room, and green roof courtyard. Unit 5 approved a plan to begin attacking its $12 million budget shortfall, including a list of sweeping cuts aimed at reducing expenses. Among the cuts: eliminating fifth-grade band and orchestra. Students would thus start learning instruments beginning in sixth grade.


The Unit 5 school board has threatened future reductions to music in grades six through 12, beginning in the 2024-25 school year. The district has not yet indicated what those further cuts may specifically entail.


Normal Community High School senior Grace Morris is an honor roll student and plans to study music education at Illinois State University next year. She also helps instruct in the fifth grade band program.


Cindy Silver is a professional flutist and mom to three string players. She also teaches private lessons in Peoria and served on the board of the Central Illinois Youth Symphony for more than 15 years.


Patrick Mainieri, whose family lives in Unit 5, sits on a national committee for music education advocacy called Music for All and is a former band director and school administrator. He is also the Yes for Unit 5 spokesperson.


Unit 5 is also the district that produced "American Idol" finalist Leah Marlene, a Normal West graduate. Marlene has encouraged voters to pass the referendum, citing the tremendous opportunities in extracurricular programs.


Fifth grade band and orchestra escaped a planned cut in March 2022 as part of a sweeping $2.1 million plan to curb expenses. During a school board meeting that month, music advocates spoke during an hours-long public forum urging officials to reconsider. And the school board listened. Thacker spoke at that March 9 meeting.


Private music instructor Cindy Silver endured numerous cuts to music while her kids attended Peoria public schools. She also worked as a substitute teacher covering a revolving door of vacancies in the district.


Silver said teacher quality and retention quickly devolved as cuts were made. Teachers were expected to serve multiple schools or teach instruments in which they did not specialize. As a sub, Silver, a flutist, found herself heading up the string program at one school.


Children wanting to start earlier could pay for private lessons or join a youth symphony or band. But this widens the gap for families without the means to support expensive extracurriculars outside the school setting. Patrick Mainieri charges $25 for a half-hour trumpet lesson. Specialty instruments like bassoon or double bass often cost more.
