Attoricous Virus, how to attack with D7?

Hi All,

Had a computer come in today with what was described as the FBI virus. Booted up D7 in offline mode, but didn't see any of the usual files. Removed temps, ran pre-malware scan, and malware scan to look for something anyways -- everything looks good.

Problem is, OS loads, you log in, and you just get a brief glimpse of the desktop and everything  then you just get a white screen with a mouse cursor. You cannot open the task manager or do anything but shutdown or reboot. Safe mode just reboots. Any ideas?
