I agree - I'd like to start this with recycling, and then introduce some sort of citywide rollout of composting availability.  If we start citywide in 2019, then this is a ways off.  But I'm interested in experimenting with it on recycling, so long as we deal with SF/MF disparity.

I love it that they are actually fining people for it. It gives us a much clearer path to follow -- yes,  we have to offer the programs first and educate people, etc, first,-- we are about 10 years behind this city, right? --  but the fact that there are municipalities doing this makes the entire thing much more real, important, and really not a fringe topic. By the time we get to that point in our progress, there could be lots of places that require this and ours will not be one of breaking the ice but one of following in footsteps and implementing best practices. 

We need to send them a thank you note. Thank you for forging the way for the rest of us.
