In my opinion, hand washing liquid should be odorless to avoid tainting the food during preparation or in any stage of food handling.

Dear Samer,

1. The new food code for DM (not yet approved) requires all food businesses to use 'liquid soap' for handwashing. The chemicals used for handwashing should be approved  by the relevant department of DM for that purpose. Note that this is not yet implemented.
It does not say anything about the fragrances that can be used. 


2. US  Food Code states this:

Hands and Arms

2-301.11 Clean Condition.

Food employees shall keep their hands and exposed portions of their arms clean.P

2-301.12 Cleaning Procedure.

  1. (A) Except as specified in ¶ (D) of this section, food employees shall clean their hands and exposed portions of their arms, including surrogate prosthetic devices for hands or arms for at least 20 seconds, using a cleaning compound in a handwashing sink that is equipped as specified under § 5-202.12 and Subpart 6-301. P
  2. (B) Food employees shall use the following cleaning procedure in the order stated to clean their hands and exposed portions of their arms, including surrogate prosthetic devices for hands and arms:
    1. (1) Rinse under clean, running warm water; P
    2. (2) Apply an amount of cleaning compound recommended by the cleaning compound manufacturerP
    3. (3) Rub together vigorously for at least 10 to 15 seconds while:

3. Codex and GCC standards do not cover code of practices for food businesses to that extent. GCC standards are more for food products.

There is nothing against using a fairly fragrant soap as it would ave very little impact on product 'quality' unless someone goes without rinsing their hands after handwash. However, strong fragrance,especially the ones that smell like medical room ( phenolic compounds) if transferred to a ready to eat food through excessive handling just before service, may be detected by a consumer who has a very sharp nose. Same applies to perfumes, aftershaves and colognes.
 But, this for me would be a very remote possibility!

I feel that a good fragrant soap should be used in the handwash station outside the toilets. It would be easy to verify handwashing!  

Btw: US FDA is not an international body nor they publish any international standards. FDA food code is not even followed in a couple of states in the US as it is voluntary for the states to adopt the Food Code. There are several things in the food code that are unscientific - so, do not take the information blindly.

Samer, I believe the answer is no food safety concern. Bobby will give the official position. But,if the person is the salad prep person and they touch ready to eat food with their hands, they  can transfer perfume to the food which is a quality issue.

SQF code is silent about the fragrance/aroma of the liquid soap ,it talks about  supply of liquid soap in fixed container at hand wash sink. However I strongly believe that an odourless soap would be a good choice to prevent any possibility of a quality issue. Thanks.

the situation(using hand soap with fragrance )is almost same as using cosmetics,perfumes etc...These accessories are not allowed  because they can impart smell to the food we are preparing.This quality issue is more serious in food manufacturing industries,where packing is done manually.

I am sure Bobby also commented the same and I agree to Bobby with one thing that if hand soap is having slight odor that could be permissible but of course strong fragrance could impart odor into product.
 
As for concerned to Sameer's query which is related to catering processes which are different than manufacturing sectors where products are going for packaging.
