No added sugar claim on food label

Dear Experts,

Could you please help me on below subject? 

We have one food product which doesn’t contains any type of “added sugar” but it has natural occurring sugar Lactose as it has milk as an ingredient.

As per GSO standard the claim is only for “Sugar free” not for “No added sugar”

The question is, can we claim “No added sugar” on the label? Will it be acceptable in GCC region?

We have a plan to sale this product in UAE, Qatar, Kuwait,Bahrain & KSA market which is manufactured in Belgium.

Your valuable suggestions are much appreciated and welcomed. And if you can share any written standard which clarify the above situation.
