    Tha last PSQCA Technical Committee in its emergent Session held in Lahore on Tuesday-the 15th Dec.,09 after its thread bare discussion decided the intentional addition/use of Melamine however the limits fixed by New Zealand were adopted for the standard . In principle , it was agreed upon the limits be in conformity with WHO / CODEX standards , The contributions made by Dr, Faqir Anjum, Dr.I.A . Afridi ( GPA) and Dr.Farhat Jameel ( Nestle ) was fully appreciated . The minutes of the said committee meeting fully takes into account the safe limits , the back ground , justification and the drafted note for the Lahore High court for 22nd.December,09 Court Hearing. In this regard, an authenticated copy of th minutes may be squired from Mr.Abdul Hayee , Secretary of the Technical Committee, PSQCA Karachi or a copy of the same may be got from Dr.Faqir Anjum-the Hon,ble Chairman of the Technical Committee on Dairy Products.

    When milk standards were under dicsussion, I was part of the team working on
    milk standards . At that time I was representing Dairy Pakistan. The team
    consisted of prominent figures from private and government organisations.
    According to my memory, the standards under discussion were quite straight
    forward and were phrased based on the international dairy standards keeping
    in mind the human safety as a key element. I have not seen the final
    approved standards and might be available with PSQCA.
     
    In my past I have worked with various dairy processing organisations at
    national and international levels and has no hesitation to mention here that
    dairy process industry has some system in place where milk supplied to the
    factory goes through a series of qualitative tests may be more than 20 in
    number. Each test adds some cost the the product but still the tests are
    being done to verify the qualitative status of milk. So under the present
    circumstances in Pakistan, at least process industry has some system in
    place. We have to keep in mind that only 3 to 4% of the total milk goes to
    process industry. What about the remaining 97% unprocessed milk being sold
    to consumer in loose form without having any qualitative / quantitative
    check??? Unfortunately the responsible government / semi government
    organisations fail to implement the standards and unhealthy loose milk is
    supplied to the consumer. I think we should focus on this 97% portion as
    well.
     
    Coming to the actual issue of Malamine, I personally agree that the issue
    should be addressed seriously to eliminate the source of this adultration.
     
    I am in UK now and give consultancy services in food safety program based
    on HACCP, QMS and other food manufacturing projects etc. Here I would like
    to mention that it is very important to adopt basic HACCP philosophy at
    dairy farm level.

From the email of Kirmani Sahib (decided the intentional addition/use of Melamine), it seems like that the intentional addition of melamine in milk is allowed according to PSQCA.
Although the 2.5 ppm as permissible limit is set, however, delibertae addition of melamine in milk is illegal according to FAO/WHO Codex Alimentarius.
