[feaLib] Don't crash on value records whose devices are all NULL

Parsing a value record like <-80 0 -160 0 <device NULL> <device NULL>
<device NULL> <device NULL>> raised an IndexError, because the device
delta range check indexed into an empty list of deltas.

Fixes #2396
