Preserve negative COLR radial gradients when all COLR deltas are resolved (#4284)

* Preserve negative derived COLR radial gradients

Reparameterize circles and color stops together when a derived radius
is negative. Preserve pad, repeat, reflect, and stable stop ordering.
Normalize constant gradients after a partial pin without creating
constant variation regions at the new default.

Allow fractional parameter shifts on the common lattice of the circle
coordinates and F2Dot14 stops. This preserves odd stop bits in ordinary
coordinate ranges that integer-only shifts incorrectly rejected.

* Round variable COLR clip edges outwards (#4287)

Round minimum clip edges down and maximum edges up when folding
variation deltas. Nearest rounding can shrink the clip box and cut
painted pixels.

Cover signed fractional deltas, the default location, and direct and
composed instances in both axis orders at ordinary coordinate values.
All 648 related tests passed, with 3 optional pathops tests skipped.
