[name] Prefer Windows English names in getDebugName

getDebugName returned whichever English name came first between the
Mac (1, 0) and Windows (3, 0x409) ones, which in a sorted name table is
always the Mac one. Mac names are legacy and may not match the Windows
names, which are what applications actually use, so prefer those and
only fall back to the Mac English name if there is no Windows one.

Fixes #3969
