[instancer] Fix VARC axis remapping and preserve internal variations (#4190)

* [instancer] Fix VARC axis remapping and preserve internal variations

Remap axis references in nested VARC conditions when unrelated axes are
removed, and reject pinning or restricting referenced axes consistently
through the avar2 partial-instancing path.

Skip font-level avar2 variation culling for VARC fonts because component
coordinate overrides can reach beyond those ranges. Add matching
HarfBuzz regression scenarios covering outline preservation, nested
conditions, hidden component axes, and unsupported instancing requests.

Validate negated-condition remapping through serialized axis references
so these tests do not depend on the separate condition-drawing fix.

Validation: 357 instancer and ttGlyphSet tests passed; three overlap
tests skipped because pathops is unavailable. Black checks passed.
