Round variable COLR clip edges outwards

Round minimum clip edges down and maximum edges up when folding
variation deltas. Nearest rounding can shrink the clip box and cut
painted pixels.

Cover signed fractional deltas, the default location, and direct and
composed instances in both axis orders at ordinary coordinate values.
All 664 related tests passed, with 3 optional pathops tests skipped.
