Log Message:
-----------
[varLib.instancer] Preserve overflowing COLR partial-instance defaults

A moved default can exceed a paint field's storage range while deltas
from retained axes still bring the value back into range. Preserve the
original base values and carry the default adjustment in an always-active
variation region instead of clamping or failing serialization.

Split default sums larger than a signed long delta into repeated constant
columns. Cover alpha, scales, gradient stops, transforms, radial radii,
clips, explicit mappings, changed defaults, and composed instancing.

Validated with 660 related tests passing, 9 optional/environment skips,
and Black.
