[VARC] Initialize implicit scaleY when importing XML (#4238)

* [VARC] Initialize implicit scaleY when importing XML

When HAVE_SCALE_Y is absent, VARC uses scaleX for both dimensions.
Binary decoding already does this, but XML import left scaleY at 1.
Drawing imported XML before binary reload therefore changed outlines.

Initialize the implicit scaleY after reading the component's XML,
without setting HAVE_SCALE_Y or changing the serialized representation.

Test negative, zero, identity, and positive scales, explicit scaleY,
component binary round-tripping, and drawing a full XML-imported font.

Testing: full pytest suite (5005 passed, 47 skipped, 2 xfailed); Black.
