[name] Fix wrong language tags for some Mac and Windows language IDs

Macintosh language 27 is Estonian, not Spanish, and 146 is Irish Gaelic
in the traditional script (ga-Latg). Windows LCID 0x1C3B is Southern
Sami (Sweden), not Skolt Sami. Because of these collisions,
addMultilingualName stored Spanish Mac names as Estonian, had to fall
back to the 'ltag' table for Estonian, and could not add Southern Sami
names for Windows.

Fixes #3733
