Allow original axis ranges when instancing VARC fonts (#4280)

* Treat original axis ranges as no-op instancing requests

Assisted-by: Codex

* [varLib.instancer] Compare original ranges at fvar precision

Compare requested and original axis ranges after converting both to 16.16 fixed point. Decimal limits such as wght=356.5:840.3 then match the stored fvar range and avoid the VARC referenced-axis restriction.

Cover two- and three-value decimal ranges, in-memory and stored fvar values, and one-unit changes that must still be rejected, with and without avar2. All eight equivalent-range cases fail before the fix. Validated with 417 instancer tests passed, three optional tests skipped, and the reported CLI example.
