[CFF2ToCFF] Create a name-keyed CFF font when there is only one FontDict (#4265)

CID-keyed fonts are not well supported by many clients, and converting
to one also renames all glyphs to cidNNNNN. When the CFF2 table has a
single FontDict, move its Private dict to the top dict and keep the
glyph names instead.
