[Snippets] Set fvar name IDs in interpolate.py

The snippet assigned the new name IDs to 'nameID' attributes, which
fvar doesn't use, so the weight axis and all named instances were
compiled with name ID 0. Use axisNameID and subfamilyNameID instead.

Fixes #3605
