[merge] Support merging MATH glyph info and variants (#4257)

The MATH table was declared mergeable but its subtables had no merge
logic, so merging two fonts with a MATH table crashed with an
AttributeError. Take the math constants from the first font and
concatenate the per-glyph coverage-indexed data.
