I don't know of a service like that, but I can certainly post something to the Old Time bluegrass listserve for you if you wish.  It's mostly the NY area.

I'd suggest putting an ad on Craigslist in the Northeast areas.  There are also places for posts on CDBaby.com

Greetings to all! 

Thanks to everyone who responded to our request with good ideas – all followed through on!  As it turned out, we found our new band member on a site called BandMix.  We did have to sign up for a $9.95 one-month subscription in order to contact her, but it was well worth it!  You can set your profile so that it does not automatically charge the monthly fee.

BandMix is still sending us updates every week or two with descriptions of new musicians in our area.  It covers every possible genre of music and is nationwide in scope.  It worked for us! 

A Happy New Year it is!  Wishing you all the gigs you desire in 2012!
