Can requests that have already been filed directly with agencies be added to and tracked via FOIA machine?

It's possible but admittedly a bit confusing. We're working to make this more clear but right now if you create a request, assign it to the agency and save you'll be taken to the request detail page. From there you can set a due date and upload associated documents after you have created the request.
