Curt, thanks a lot

I think we can 'buy' definitely the first one
as language is part of a knowledge set, as well as a useful skills for
communication

the other three, I would buy, but would not put them into the
expertise property set, maybe somewhere else in the person schema -
lets think where -
contact, availability and choice of license are important, and should
be defined, but do not describe expertise as such, so thanks a lot !

C1) Language competency (multiple entries needed here, each with some
metric regarding fluency?

C2) Availability (how to capture / encode this? A combination of:
willingness, amount of time available, lead time required?)

C3) Open to these engagement modes?: Email, Phone, Indirect (via
site?), On-location

C4) Supporting open content sharing? (When a project is going to be
documented using an open license like CC)
