foaf.me / elgg integration

I've checked in elgg 1.7 into the /social/ directory.

It seems the best candidate for a social experience based on foaf, imho.

Over time we'll aim to integrate the features together.  Ideas include:

- foaf+ssl plugin for elgg
- certificate management for elgg
- datawiki plugin for elgg
- single sign on, allowing social feature in foaf.me
- federation plugin

I've spoken to the elgg lead dev, and we'll be able to submit a patch to clean up the existing foaf:

- better conneg
- PPD
- fix foaf:knows
- genreral cleanup

This will probably be the focus for the next 6 months, hoping for a smooth integration to coincide with the release of elgg 1.8 later this year.

foaf.me will remain concentrated on the creation and protection of a foaf file under w3c recommended standards, elgg will be the social aspect.

Have also spoken to the GNU Social guys about possibly using elgg, matt asked me to host a test instance here.
