webadmin.php has been completely rewritten. Now, the script outputs clean
XHTML/CSS, can start shell scripts, and runs on Windows servers. The user
interface has become more compact and multiple files are selectable.

Changes:
The code was reorganized. Support for including was added. The following
options were added: $hide_filedir_box, $remove_permissions_col,
$remove_owner_name_col, $remove_group_name_col, $remove_lastmodified_col,
$remove_execute_function, $remove_chmod_function, and
$remove_create_sym_link_function. An option for disabling JavaScript was
added. In the listing() function, a fix was made for the "is_writable"
file check.
