Desired PHP versions to be supported

Hi Guys,

I am going to work on the following issue.

I wanted to go through and upgrade all the classes to meet PHP 5 standards and get rid of all the deprecated warnings we are seeing.

My question though, this change will make Flyspray incompatible with PHP 4. As a project is it okay to be PHP 5.2+ ? I dont want to go through and make all these changes if they go against the direction of the project.

Since PHP4 is no longer under development nor will any security updates
be released I think it is OK to drop supporting it with flyspray as well?
