New merge/release policy

Hi all,

Going forward here is the deal:

If you create a PR that can merge without conflicts, I'll merge it. I
might ask for additional changes (or feedback from others), but I
expect that will be extremely rare.

The basic contract is this: If you're still using Flying Saucer, need
something changed, and are willing to do the work yourself, the change
will be accepted and released.

Along that line, please also let me know if you need a release done
right away. Otherwise I'll bundle up the changes and do a release
every four to six months as long as it's required.

Also, https://github.com/danfickle/openhtmltopdf is a relatively
active fork of FS. I don't know anything about it, but it looks like
it has some nice improvements. It was forked about a year ago. This
means that (new features aside) there are some bugs that have been
fixed in FS, but not the fork (and vice versa).
