I had that same issue. I can't completely remember atm (if I do I'll chime back in) but I do remember that you have to select a setting for each project that you have to set in the Android Studio Settings. Let me see if I can find what I had to do and reply again.

I'm on a Mac, In Android Studio, select your project, then go into Android Studio->Prefrences->Apperance & Behavior->System Settings->SDK Tools (Tab) and make sure your Android SDK Location is correct. Then click that Edit and inside there you should see if it has the correct checkbox checked, click next and it will download if its needed, and won't if you have the right one.That aligned it correctly for me
