Firebase topic subscriptions for Flutter

I'm not even sure where to start. 

I want to create a page where users can subscribe to certain push notification topics then send custom messages from an admin panel but I don't know how to get user devices to sub to those lists. 

I want it to look something like this: and to answer you most burning questions.... yes I am a well paid artist.

You can use FCM's subscribeToTopic and unsubscribeFromTopic functions on toggle switch:
