Flutter seems not to respond

Flutter and flutter doctor commands don't run at all in cmd after downloading and fixxing the environment variable.

The only thing I get in cmd is a cursor which is blinking and nothing else happens. Not even an error message. Nothing.

Does anyone now why? Doid that happen to anyone else?

It does take sometime to execute a new command at startup. Wait for some time to see the result.

I probably did something wrong. When I go to the bin file through cmd and run the commands "flutter" and "flutter doctor" there both run normally. When I am in any other file, for example in C:\, the commands do not run. It happens what I said before, no matter how much time I wait. Why can this be happening? The only other step where I can do a mistake is environment variable setting, but this is quite clear! I'll move on with the setup and I'll see if this is going to affect the app developing procedure.
