Error: Unable to update Dart SDK. Retrying

I installed git and flutter to my windows 7 computer. after finishing installation I followed the documentation tutorial with the command: flutter doctor why when i press enter that appears in cmd like this.

Checking Dart SDK version... 'PowerShell.exe' is not recognized as an internal or external command, operable program or batch file. Error: Unable to update Dart SDK. Retrying... Waiting for 3 seconds, press CTRL+C to quit ...

Huh, Windows 7 is supposed to come with Powershell by default...could someone have removed it?

Maybe it's still there, but just no longer in path?

On my Windows box, it's in C:\Windows\System32\WindowsPowerShell\v1.0\, and that folder is in path.
