run flutter upgrade or reinstall flutter sdk from web?

I just ran "flutter upgrade" to latest version 1.9. then i was prompted to update Dart sdk, which i did. But know the flutter doctor command gets stuck on "Downloading android-x86 tools...." . even the flutter upgrade command gets stuck on "upgrading engine" .

Do you think should physically remove the flutter sdk from my machine and then start over by following the steps to fresh install flutter, since the upgrade is giving problems. Screenshots attached.
