When I run flutter doctor, "Android licenses not accepted.  To resolve this, run: flutter doctor --android-licenses" is the only thing it's cranky about. When I run the command, and hit "y" to accept each license and rerun flutter doctor, it still complains about the android licenses.

flutter doctor -v

This sounds like a bug.  Can you file an issue at https://github.com/flutter/flutter/issues/new and include the output of `flutter --verbose doctor -v`?

I got the similar issue, during flutter/android SDK/VScode installation.  

Doctor summary (to see all details, run flutter doctor -v):
[√] Flutter (Channel stable, v1.2.1, on Microsoft Windows [Version 10.0.17134.706], locale en-US)
[!] Android toolchain - develop for Android devices (Android SDK version 28.0.3)
    ! Some Android licenses not accepted.  To resolve this, run: flutter doctor --android-licenses
[√] Android Studio (version 3.4)
[√] VS Code (version 1.33.1)

    ! No devices available

I got this issue. Try to accept all licences after running --flutter doctor --android-licenses.
You will be asked for that
