Flutter + Beacons + Indoor Location

Hi there! I am trying to develop something like a Strava App for indoor maps, but I am facing lots of challenges. First I was seeking for an API in which I could build over it, and I found Mapwize and Steerpath. Unfortunately, talking to an engineer from Steerpath I heard that is not quite easy to comunicate with beacons in background. And it's also not simple with the app opened and the screen turned off (like with the phone in the pocket, but not running on the background). Is there anybody here that had any sort of success comunicating with beacons using flutter or android/ios in the pretty default native way? Can anybody advice me about developing something like this?
