I have a 64 bit AMD Windows 7 setup and I've run into problems at configuring VM acceleration: https://developer.android.com/studio/run/emulator-acceleration#accel-vm

I get the impression that VM acceleration doesn't work on AMD with Windows 7. Am I correct in thinking this?

According to documentation AMD is supported if your processor is not too old, and you can confirm it if you accessing your Bios.

DOCUMENTATION MARKED ON RED
Virtualization extension requirements

Before attempting to use acceleration, you should first determine if your CPU supports one of the following virtualization extensions technologies:

  • Intel Virtualization Technology (VT, VT-x, vmx) extensions
  • AMD Virtualization (AMD-V, SVM) extensions

Most modern computers do. If you use an older computer and you're not sure, consult the specifications from the manufacturer of your CPU to determine if it supports virtualization extensions. If your CPU doesn't support one of these virtualization technologies, then you can't use VM acceleration.

Virtualization extensions are typically enabled through your computer BIOS and are frequently turned off by default. Check the documentation for your motherboard to find out how to enable virtualization extensions.

the only affectation you could have is with VM acceleration with HAXM because HAXM is Intel proprietary, but it will not affect your development with flutter

hope that helps .

Greetings.

It attempted to install HAXM without resorting to BIOS but failed. In the WHPX documentation further down the linked page it says the following:

  • AMD CPU recommendation: AMD Ryzen CPU
  • Android Studio 3.2 Beta 1 or higher (Download here.)
  • Android Emulator version 27.3.8 or higher
  • Windows 10 with April 2018 Update or higher
Which suggests that WHPX will not work with Windows 7 (I installed it on in Windows 10 Intel laptop with no problems but the laptop really doesn't have the power for this sort of thing).
