Flutter plugin for Android Studio release 65.1

This point release addresses two problems.

Some users were experiencing a problem with breakpoints being disabled. This affected both Android Studio and IntelliJ. We reverted the PR that caused it.

Some users of Android Studio were getting an error message due to the plugin trying to add a module that already existed. This problem was caused by the work-around that was suggested to enable some Android-specific tool windows to be visible in a Flutter project.
