Google docs: Shift-enter for line break vs Enter for paragraph

When working with Google Docs:

In firefox, while in paragraph text, I can hit enter for a new
paragraph, or shift-enter for a "<br>" line break.

In a fluid app, both give new paragraphs. There is no way to put in a
line break within a paragraph.

This is a show stopper for me -- this is a formatting tool/convention
that I use. Paragraphs to hold blocks of related information, and line
breaks for formatting within it.

Is there any way to change this?

Turns out that this behavior is in Safari as well.
