Fluentd v0.10 EOL

Hi folks,

We, fluentd developers, decided Fluentd v0.10 is dropped at the end of 2016.

New users start to use fluentd v0.12 or v0.14 on their environment.

In addition, almost td-agent users use td-agent 2 including fluentd v0.12.

There is no reason to use fluentd v0.10 for new environment.

fluentd v0.12 supports v0.10 configuation / setting and

fluentd v0.14 also has a compatibility layer for exisiting plugin APIs.

So migrating v0.10 into v0.12 / v0.14 is easy.

For reducing maintenance cost of fluentd core and plugins,

we drop fluentd v0.10 in this year.
